Ten of their Euro 2016 winners have failed to make the cut, including Eder, who scored the winning goal in the final against France.
There is also no place for Wolves sensation Ruben Neves
Manchester City playmaker Bernando Silva is among four Premier League players included, alongside Leicester's Adrien Silva, Southampton's Cedric Soares and West Ham midfielder Joao Mario, who is on loan from Inter Milan.
Portugal are in Group B at the World Cup and kick off their campaign alongside Spain before facing Morocco and Iran.
